Sioux Falls Police Officer Causes Fatal Multi-Vehicle Accident That Killed Teen

A teenage girl from Badger died Monday afternoon in a three-vehicle crash on US Highway 14 at the west edge of Arlington that involved a school bus.

South Dakota Highway Patrol Captain Kevin Joffer says 17-year-old Savannah Koistinen was driving an eastbound vehicle that was pushed into the path of the bus by another vehicle just before 5pm Monday.

“There were two vehicles eastbound on Highway 14. The lead vehicle was slowing to make a turn… into a rural residence when it was rear-ended by the vehicle behind it,” explained Joffer. “After the vehicle was rear-ended it kinda of pushed the momentum into the front of a westbound school bus and as a result of that crash we have one fatality and the fatality is the driver of the vehicle that crashed into the bus.”

Joffer says two teenage passengers in Koistinen’s vehicle were taken to a Brookings hospital and then transferred to Sioux Falls hospitals with serious and life-threatening injuries.

The driver of the car that rear-ended Koistinen’s vehicle, 25-year-old Cynthia Holmquest of Sioux Falls, was cited for careless driving. Holmquest is a Sioux Falls Police officer who was hired in August of 2012.

The bus was carrying 20 volleyball players from Clark-Willow Lake, along with their coach and the bus driver.

Two students had minor injuries.
